Central Intelligence Agency Staff Officer ( 2006-2021 )
I served in a variety of capacities ranging from Investigator to Protective Agent to Deputy Chief with the Office of Inspector General. As a Protective Agent I provided protection to the Director of CIA (DCIA), the Deputy Director of CIA (DDCIA), the Director of National Intelligence (DNI), and the Principal Deputy Director of National Intelligence (PDDNI). As a Protective Agent I was assigned as an Assistant Supervisory Special Agent leading a team of Protective Agents, both domestically and overseas, often in austere environments. This protection model adapted to both low-profile and high-profile protection packages, often transitioning from one protective package to the other. As a Protective Agent I was also designated as the project lead for the Directors’ Protective Staff Medical Project. As the medical project lead, along with the protection of our protectees, I was also responsible for their immediate emergency medical care. During this tour I was selected to attend the Tactical Development Course (TDC) to receive certification as a Global Response Staff Officer (GRS). Upon successful completion of TDC I was assigned as a reserve Officer for GRS. Upon completion of my tour in protective operations I transferred to Special Investigations Branch/Disclosure Investigations Unit (SIB/DIU). As an investigator in SIB/DIU I was responsible for conducting insider threat assessments and leaks investigations. Upon completion of my tour in SIB/DIU, I transferred to the Office of Inspector General for CIA (OIG). After transferring to the OIG I received certification as a Federal Agent from the Criminal Investigator Training Program at the Federal Law Enforcement Training Center (FLETC). As a Federal Agent for the Office of Inspector General, I conducted over 1,000 investigations, and hundreds of subject interviews and interrogations across the globe. After several years as a line agent in OIG, I was assigned as a Deputy Chief with the Office of Inspector General. As a Deputy Chief I lead a division of Federal Agents who conducted criminal investigations into fraud, waste, abuse, major crimes, non-compliance violations, conflicts of interest, and ethics violations. This required frequent interaction with the United States Attorney’s Office as well with the Department of Justice. The division I lead, along with myself, submitted Reports of Investigations (ROI) to The White House, the United States House Permanent Select Committee on Intelligence, the United States Senate Select Committee on Intelligence, the United States Office of Special Counsel, as well as all levels of CIA leadership.
Program Manager / Civilian U.S. Military Trainer ( 2002-2006 )
At the Center for Antiterrorism and Navy Security Forces I was assigned as the primary civilian instructor/program manager for the force protection and antiterrorism courses taught at the Center for Antiterrorism and Navy Security Forces, learning site Mayport, Florida. In these programs I trained U.S. Armed Forces personnel in antiterrorism and force protection techniques which are used to deter, detect, and defend against terrorism and piracy. As a high risk designated program manager I was responsible for overseeing several instructors who, along with myself, trained U.S. Military personnel in threat assessment, target hardening, use of force, deadly force, defensive tactics, close quarters combat and combat shooting, maritime vessel boarding, rappelling, small unit tactics, information gathering, biometrics, combat first aid, direct action operations and mission planning.
U.S. Marine Reconnaissance Team member and Platoon Corpsman ( 1991-1998 )
As a Marine Reconnaissance Corpsman at 2D Reconnaissance Battalion, 2d Marine Division in Camp Lejeune, North Carolina, I provided basic and emergency medical care and training to the Marines in my platoon. Prior to deployment I assessed regional disease reports and assisted the Diving Medical Officer in developing emergency action plans. As a Marine Reconnaissance platoon corpsman, I was responsible for the medical care and medical training of my platoon. As a Marine Reconnaissance Team member my primary duties were to conduct reconnaissance and surveillance, gather information, and report this information to the division commander. We employed small unit tactics, immediate action maneuvers, small boat operations, open and closed circuit (LAR V) diving, airborne operations (parachuting), helo-casting, fast roping, and rappelling in the performance of our duties.
