Shivam Kumar Singh is a seasoned cybersecurity professional with over 6 years of global experience across India, Luxembourg, and the United States. He currently serves as the Cybersecurity Manager at INCERT GIE, a national agency operating under the Ministry of the Economy of Luxembourg, where he is responsible for leading the organization’s cybersecurity, compliance, and digital trust strategy.
At INCERT, Shivam oversees the design and implementation of information security policies, manages security regulatory frameworks, and leads initiatives aligned with eIDAS and ETSI standards (EN 319 401, 411-1, 411-2) to ensure secure and trusted electronic services across the country.
Prior to INCERT, Shivam was part of Deloitte’s Risk Advisory practice, working with high-profile clients from sectors such as banking, healthcare, real estate, steel & mining, pharma, and airlines. His work included assignments in India, Luxembourg, and the United States, giving him a strong global perspective on cybersecurity and IT audit practices.
